If you want to get data for that date which is in between two same dates then you need to write query like below:

select * from user where(`created_at` between '2018-04-20 00:00:00' AND '2018-04-20 11:59:59')

Because if you will write like where(`created_at` between '2018-04-20' AND '2018-04-20'), you will get empty results.
